Walter E. Spears was born in Aransas Pass, Texas in 1961. He received a Bachelor of Arts Degree from Texas A&M University in 1983 and thereafter received his Doctor of Jurisprudence Degree at the University of Houston Law Center in 1986. Mr. Spears was admitted to the Texas Bar in 1988 and is also licensed to practice in the United States District Courts for the Southern District of Texas, the Eastern District of Texas, the Western District of Texas, as well as before the Fifth Circuit Court of Appeals in New Orleans, Louisiana. Mr. Spears is a member of the State Bar of Texas, the Houston Bar Association, Real Estate, Litigation and Construction Sections, the Federal Bar Association, the Fifth Circuit Bar Association, the Community Association Institute and the Greater Houston and Austin Chapters of the Community Association Institute. Mr. Spears is a member of the Texas A&M 12th Man Foundation and is recognized as an Eppright Distinguished Donor. Mr. Spears served 17 years on the Board of Directors of Harris County Municipal Utility District No. 261 and has formerly served as a boys and girls youth sports coach for the Northwest Harris County YMCA.
